add new map server

i want to add a map server that i am using in my country
this is the server address: http://www10.emap.co.il/ArcGIS/rest/ser ... erver/tile
hope someone can explain to me how i should add this map to the program

It is possible to add this map but it will appear on different coordinates and zoom comparing to Google, etc.
