How to change language of streets

Sorry, I do not speak any Russian, some maps show the correct language, but other maps are showing the street names in Russian.

I opened the params.txt for the map, and changed ru to en in the url, but it still shows the street names in russian.

What is the best way to make sure all my map info shows in english?

That depends on map. What maps do you need to switch to English?
Probably you did everything right but tiles with Russian names are already in cache, switch to Internet mode Alt-I.
